  When to use this tool?

  This tool should primarily be used in Phase 3 and 4 on a regular basis to keep track of the different factors influencing the success of a Stakeholder Dialogue. It can, however, also be used in Phase 1 to evaluate the readiness of the container to successfully initiate a dialogue process.
